The Board has picked a vendor for a new sound system for the Master’s Lounge. The board did not put this project out for bid and is funding the purchase through an unplanned withdrawal of $70,000 from our reserves.
The vendor selected, Lightwerks(https://lightwerks.com/), provides high end, customized equipment geared toward large installations. ($500,000 to $3 million+). The proposal from Lightwerks includes $23,000 for 12 Microphones, $7,800 in design and project management and $2000 in software programming. This leads to the following questions:

Pure insanity! I’ve attended numerous board/HOA meetings and I am usually the only, or one of three or four non-board members in attendance! This board is wasting all of our reserves! Wasting them! The $500k (now $700k) for the spa update for the 14 people who use the spa, is pure insanity!! For $700k we could buy memberships at the best fitness club in Riverside Co and a limo transport those people! The wasted $9k on removal of sand so CVWD can get thru their gate! I had several bids the HIGHEST was $680 to do the job. We just bought a new $50k truck, this was one truckload of sand! The $670k wasted on “water conservation yet only improved the areas directly near board members' homes, is extremely curious. The $20,000 on the worst tree trimming on the planet, just months before those same trees are marked for removal-- who the heck wastes $400 on detailing a car before taking it to the junk yard!? THIS BOARD NEEDS TO GET FIRED! IMMEDIATELY!

Tom, you've made some great points here. Us homeowners MUST attend these meetings and express our thoughts on this out of control spending. I am tired of them constantly saying that if we want to continue to enjoy the amenities here then our monthly fees must go up - so we are threatened with the heat being cutoff in half the pools and the possibility of our homeowner discounts at the clubhouse being eliminated while they unilaterally plow ahead with an unnecessary $500k gym renovation that is being done with no clear ROI. Where did you hear that this expenditure is now the $700k mark? Them also approving the $70k sound system without clearly demonstrating that it had gone out to bid (if it actually was?) is also frustrating. Facing another increase to our monthly dues of $50-100 is unacceptable and at the very least the gym project should be put on hold indefinitely.

Follow the money. Maybe this move is to support a FOB company (friend of the board)? How many events would this equipment be used for? Most bands bring there own. I'm really puzzled. Was there an intended purpose to cause them to say "we need an uograde!"

I just saw the email from Russ... First, at one of the HOA meetings the audio issues, I personally OFFERED to donate, install and train on a FREE state of the art $10,000 Zoom Room system. I followed up on this but NOBODY reached back to me. Secondly, this system was OVERKILL at $10k. A top of the line, Zoom Room System, from YeaLink is $3990. I was just at JPL meeting with NASA and the room system they have wasn't even $20k let alone $70K! This is a HUGE waste of OUR money! This HOA Board needs to be recalled! They waste a ton of money.

I have lived here for 5 years, I have been told by friends in the community that a younger (47 year old) should be on the board. I would have more sense than to approve something so stupid and why is anything being purchased without a second or third bid. Stupid!

I'm pretty new to DP so may have not been privvy to full conversations by prvious BODs on this. I have Zoomed into a number of meetings based in the Master's Lounge and never had any trouble hearing. I would like to be able to see who is talking but that's not essential. I share the concern over this type of expenditure possibly being overkill.

Rhoda, in order to see who is actually speaking, YOU need to adjust that on your computer.....there is a setting I believe, in the upper right corner (not positive) that may be on a dropdown for VIEW - you need to set to SPEAKER and it will zoom in to that person.

It is an ABSOLUTE JOKE that $70k was spent on a sound system for that little space!!!!!! A MORE than ample system could have been accomplished for under $5k. Is someone on the take here? Is the sound company a relatives kickback? This is a comical waste of money. I am in the construction business and have worked with multiple sound engineering companies on multiple million dollar installations. $70k for that space is absurd! How can this be changed? Is this a dictatorship? Please send this to the board, they should be freakin embarrassed!

I am hard of hearing and wear two hearing aids. $70K sounds exorbitant. However, one request I have would be to install a "Loop System" so that hearing aid users could switch their aids to connect directly with the sound system. I believe residents should have been consulted to see what our needs are!!!!!!! I can even refer the HOA to companies that specialize and have knowledge of the needs of hard of hearing people. And in retirement years, there is a higher percentage of folks with hearing loss, and the numbers go up every year we age!!! Such systems are not exorbitant in price!!

Joyce, I wear hearing aids too. last year I contacted the board and management with info from the government re ADA Americans With Disabilities ACT - that showed them that it is MANDATORY that they accommodate hard of hearing people, and I followed up with the exact instructions on setting ALL the zoom meetings up with CLOSED CAPTIONS (CC) That was done and coordinated immediately by Martin. It IS up to everyone using zoom to set your own computer to CC. I usually attend in person. If I can't hear someone I let them know.....I also WATCH on the TV there so I can read on ZOOM

Not sure about the ADA capabilities of Zoom. They should probably switch to Teams which transcribes and close captions meetings and is far more usable and FREE!! I think the real hearing difficulties are on the side of the HOA, they are absolutely deaf to us residents.

AMEN! This board, almost like they are trying to ruin the community and waste all they can! They are being reckless. We need to act to remove them ASAP! This is OUR hard earned money that they are simply wasting. For 13 years the HOA fee stood at $600-660, in the last two years we have seen multiple increases due to their waste. Fees are presently $748 and will probably double to $1500 a month! Maybe the board members are filthy rich and don't care about $1500 a month HOA fees? The main reason I bought here was the reserve fund (that has nearly disappeared) and the stewardship of the HOA (gone). There are 29 properties for sale in our community and my unit would be #30 if there weren't already so many for sale. Property values will plummet if this board is allowed to continue! We need a petition for removal of this board. They do EVERYTHING in a vaccum and were going to waste millions on making the entrances look better. The new trees? I have walked the grounds a million times and never saw a single stake. There are never any plans, no consideration of residents, we NEVER get a say in their waste.

I mentioned this to our new board president and not only did he talk down to me but he told me that we're the lowest HOA in the valley...likely bullshit. He then referenced other extremely fancy neighborhoods with much higher HOAs. I'm sure there are way more expensive HOAs but we don't live there for a reason! I have only lived her 2 years and the HOA has gone up over $100. This is insanity!

Research should have been done to determine exactly what the problem was, and look for the most cost effective solution by submitting a . "Request for Proposal". Sorry to say but In the three meetings I attended, I was the only one in all three. Three others at the first. Two others at second. One other at the third. We need to start attending these meetings and we need to recall this HOA Board! The main reason they needed to waste $70k is they are technology adverse and couldn't work the technology. I offered to donate, install and train on a FREE to the HOA $10k Zoom Room system. This Zoom Room would have been overkill wasting $70k is just pure waste. Again, I have to believe there is a friend or relative in this audio business in San Diego. Nobody ever got back to me about my offer... They were set on wasting $70k of OUR money. Even after spending $70k there will still be issues because they do not know how to use Zoom or the system.

I eavesdropped on the Open Board Meeting via Zoom. I believe I heard (wearing hearing aids) that this $70k would include interconnecting/upgrading the sound systems not only in the Masters Lounge but also in the Grille and HOA board room. However this was not mentioned at all in the following Bulletin from the BOD. ????

I am 100% convinced back payments or relatives at O'Connell Tree Service, LightWerks, the company that removed the sand from the CVWD gate for $8600 more than other bids. NOTHING is put out to bid by this board! Did you see the $700,000 water conservation plans? You are supposed to convert grass/watering required areas to native plants to SAVE money not to WASTE an additonal $670,000!! Again, look at the areas that are being upgrade, all of them are near board members' homes. This HOA board has got to go!

This Board is criminal! Spending money at a time when it constantly reminds us of increasing costs that are then passed down to us. Who do we on fixed incomes pass these increases to when we can no longer afford them? This new sound system is another waste. And the spa remodel? Joke! When we see the income it generates monthly in a GOOD month, how many decades will it take to recoup and/or justify these costs? Then there's the electric car charging stations. My feeling? If you can afford the car, you can afford to install your own charging station at your home. Studies have shown that hybrids make a lot more sense anyway and they recharge on normal house current for far less time. AAA reports that the cost to install a charging station at home runs about $1500 for these hybrids and can be added onto the cost of the car at the time of purchase. I saved the article if you doubt me and you are welcome to read it. If times are rough and costs keep escalating, common sense tells us that it's time to cut back and not keep spending, spending, spending. By the way, your so-called landscapers once again came with chain saws and hacked down all of the beautiful flowering shrubs on my patio so I can now "enjoy" looking at bare wood! They hack away and know nothing about true landscaping. My poor neighbor was out on a ladder doing his own yard work last week because he was afraid of what they'd do to the beauty of his yard if left alone to hack. I see that someone (smart) asked for a reference for a GOOD landscaper in our classified ads. Would we get a rebate on HOA fees if we refused service from your pathetic company? I think not. Sad situation here at the DP and I regret ever having moved here. I wish I were young and strong enough to move. It's so sad to see a once beautiful and fun community being destroyed by a Board that doesn't have an ounce of common sense or care for the homeowners. The dream we had of living the end of days in a great place ended first with outsourcing everything and finally, with this Board.

Everything I'm reading is criminal! I am young but my father left me this house and I struggle with the idea of moving since our final moments together were spent here. How do we get rid of the board? Another issue I brought up on another post that no one commented on is there should be a separate board for the Arroyos vs. the Condos. The condos receive a lot of benefits that the arroyos do not; particularly insurances. This new insurance increase doesn't benefit the arroyos at all. We need to figure out a way for everyone to get their fair share and to stop reckless spending.

Lauren-Michelle sad to read your post about your father leaving you the condo. My intent was to live out my last few years here and leave the unit to my daughter as well. She is a co-owner of the unit already. We have so many good memories as well. I would hate for her to have to put up with this terrible HOA board. I have already bought a new place in the area and will probably list as some of the 28/29 units for sale actually sell. When I purchased the HOA was $660 a month and the reserve and emergency fund was in the upper $3 millon range I believe? Today after the spa and these other spending sprees, we are down to $1.2 million and that is with a great golf season and with 537 condos and 675 freestanding villas, over $900k a month pouring in from us. They need to go!! I have made several request for monthly budgets and never receive them. My accountant is looking over the books, as much as we can access... The HOA has ignored my request for financial statements which is absolutely against the law in CA!

Hi Tom, I'm actually in one of the villas in the arroyos. I think the HOA was $610 when my father passed...I might be mistaken but it was in the low 6s for sure. It was early 2021. It's so sad because my dad bought the villa in 2018 as it was being built and I know if the HOA was in such shambles he never would've purchased here. Unfortunately, he got sick 6 months into living here so he wasn't here very long.

I have lived under "management" in marinas (US and Netherlands) and with my other homes for 132 years and have NEVER, in all that time, seen anything as irresponsible and reckless as this. exactly, I'm one of the only "bodybuilders" in the gym :) But my insurance plan gives me FREE memberships at 8 great gyms and yoga and pilates studios here in the desert, so I won't even be using the new $500,000 fitness center here - it's SUCH A WASTE OF MONEY. I was on the fitness center committee. the chairperson Harold Cipin pushed this through with no committee voting on anything. Fewer than 150 people use the gym year round

Something needs to be done. Try converting the HOA fees. Into Canadian dollars and see what it costs for being in DPR only part time! I realize that some things have gone up but how much more can HOA fees go. How much more do they think homeowners can pay? Hold onto your pocketbook Joanne! The next increase in HOA dues could be $50-$60. All the board is doing is spending large sums of our money. $70K for an audio system, $70K for plans and whatever for the new fitness center upgrade, another estimated $500K for the actual fitness center upgrade, $60K for new trees to replace the one that were cut down (how much did that cost). According to the agenda for this Friday's meeting Mark Brown is asking for MORE money to plant trees, then add the insurance premium increase we had to pay ($44 per unit)

Our new President Russ Holochuk, very rudely told me a couple months ago that it's not a matter of if the HOA dues continue to rise but how much and then compared our neighborhood to a much fancier neighborhood in the Coachella Valley and told me how much their HOA dues are. IT was really insulting. If I wanted to live somewhere with a $1400 HOA (the comparison he gave), I'm sure I'd have a much nicer house.

I can't speak for everyone here but I work a full time job during the week. The HOA meetings aren't often on weekends but in the middle of a work day. Such as today. I am currently on a work zoom right now as the budget meeting is going on. It's another barrier by the board for homeowners to get involved is not holding meetings when working people can attend. Just like how the fitness center hours are extremely inconvenient for working people. I think the call for legal action is the only route. I have showed up to the meetings and been rudely dismissed by the board every time.

I have been to a few meetings and due to travel and doctor visits I join remotely when I have to. My blood pressure becomes unhealthy sitting in these meetings... that they only give us 3 minutes... insane. Now suddenly they hold "resident meetings" which have no outcome and are not "official" meetings. I am prepared to meet, to petition, to sue, to pay for attorney fees, to do whatever it takes to clean up this mess and wasteful HOA.

The board continues its poor governance. They don't follow our own rules about getting bids; they spend money wildly on all kinds of consultants and projects that homeowners really don't want to pay for such as the spa remodel, the "HUD" consultant to see why Desert Princess is on do-not-lend lists, the sound system, and various landscape plans just to name a few. DP is on the do-not-lend list because of its poor governance and management. The board continuously operates in secrecy without homeowner input. Thus, there are no curbs on poor management practices and uncontrolled spending.

This board has wasted all of our funds. We have gone from reserves of $3.8 million to debt in about 15 months all the while $869k a month poured in--WE are investing ~$1 million a month ($748 per home - 1163 homes = $869K a month). That is a lot of money! There are rumors of our HOA fees exceeding $1000 a month due to their reckless spending. Putting all emotions aside looking at the facts:

Isn't there a law regarding how much they are legally allowed to raise our HOA each year?

I 100% agree Lindsay! It's so frustrating people saying "lets get an attorney", "I'll lead the charge", "I will help fund the legal fees"...and then nothing happens! Someone in this community is probably a lawyer. It's hard to imagine out of almost 1200 residents we don't have a single attorney or someone knows an attorney for us to hire. Unfortunately, I am dealing with some person crisis myself or I would lead this charge but something really needs to be done.
